Alaya (Aya) de Leon is a Co-Founder and Director of Parabukas, an Asia-based legal and policy consultancy focused on climate change, the environment, and sustainable development. She has a decade's experience on international climate policies and programs – particularly promoting social, governance, and environmental safeguards – including as a negotiator with, and adviser to, the Philippine delegation to the UNFCCC.

Aya was a Senior Legal and Policy Specialist at the Ateneo School of Government and led its climate and environment team, and before then was a lawyer with legal NGO SALIGAN, advocating improved access to justice for marginalized communities in the Philippines. She obtained her J.D. from the University of the Philippines, and her LL.M. and specialization in environmental law from the University of Hawai'i. She is currently a trustee of SALIGAN and the Climate Justice Fund, and is part of the law faculties of the University of the Philippines and De La Salle University.
