The purpose of this consultancy is to support the IEU to assess the relevance and effectiveness GCF's private sector approach so far and will assess the performance of the GCF’s Updated Strategic Plan in relation to engaging and catalysing the private sector including to inform the prospective strategy on the private sector.
The evaluation’s main objective is to assess the relevance and effectiveness GCF's private sector approach to date. In doing so, the evaluation will assess the performance of the GCF’s Updated Strategic Plan in relation to engaging and catalysing the private sector. In addition to this the evaluation will contribute to: i) inform the second performance review of the GCF, which will be undertaken in parallel but conclude later than this evaluation to inform the replenishment and strategy of the GCF, and ii) reviewing evidence on the performance and the impact and/or likelihood of impact of GCF's private sector approach. The overall assessment will examine what is working, how and for whom, while identifying lessons learnt to inform the overall performance of the GCF.
CLP, together with the IEU’s team, has used a mixed methods approach, using both qualitative and quantitative data and methods to inform its evidence-based findings, conclusions, and recommendations. Specific methods include: document review, secondary data review, quantitative and qualitative data analysis, landscape analysis and benchmarking, stakeholder consultations, key informant interviews and surveys), and six country/regional case studies.
