The project aims to support Viet Nam with the adoption of a Country Safeguard Approach and the design of Safeguards Information System (SIS). This will be achieved by facilitating participatory process (including the set-up of multi-stakeholder safeguard committee), by assisting with the necessary governance assessments (e.g. the identification and assessments of legal and institutional frameworks, grievance redress mechanisms, information systems and non-compliance mechanisms), by assisting with the clarification of the UNFCCC REDD+ safeguards to the country context and the identification of their associated reporting needs, facilitating the articulation of the country approach to safeguards, by providing strategic advice for the design of the SIS, and by supporting awareness raising and capacity building activities.
The project works closely with the Viet Nam REDD+ Office and UN-REDD in providing technical support and resources for the ongoing development of the country approach to safeguards and design of a Safeguards Information System (SIS).
At subnational level, the project focuses on integrating environmental and social safeguards in provincial REDD+ planning in two provinces in the North Central Agro-ecological region, targeted for results-based payments from the World Bank’s Carbon Fund. As such, it presents an ideal opportunity to demonstrate how Viet Nam can meet multiple safeguards requirements using a CAS.
